The tales of the Clans never cease, and I was thinking as I watched rain fall over here in Kansas that the Clans would probably have something to think or say about this natural event. In the World of Warriors, I'd say that anything could happen. Although anything and everything is not allowed, there's always room for one to imagine and discuss.
To the cats of the Clans, rain would probably seem quite... weird, considering that the sky seemingly has no limits and no end. They most definitely would not understand the process that water goes through for rain to be possible, making me speculate that a discussion should be set in place.
Although my arguments and speculations will probably be easily shot down, it's still worth it to plant the seeds of imagination and creativity.
So, I was thinking that storms or thunderstorms could be considered as a bad event, although they happen often, so I knew that it probably shouldn't or wouldn't be that way. During a Gathering though... definitely to be considered bad.
Rain during a gathering without thunder and lightning would probably be considered a sorrowful event, meaning that sadness is on the horizon or already digging its claws into the ground of the land that the Clans live on.
Storming on a day that is not a Gathering or a special event will simply be considered, possibly StarClan cats getting into an argument. Raining would be seen as a StarClan cat feeling sorrowful about something. Maybe the cats they left behind.
However, storming on the day a litter is born would be considered slightly concerning, simply because StarClan should be rejoicing that new life has been brought to the Clans. Either something terrible has happened, the cats arguing are simply displeased, or the kits' futures are uncertain.
Raining after or during the birth of a litter could be a sign that the kits' futures are to be sorrowful, or something quite sorrowful happened, either the mother dying or being born in rough times.
This can and probably will be revised. Honestly will probably be shot down after a short thread of speech with like, one or two people. But still, something to be considered.

My first impression is that rain is perfectly normal. You even say it yourself: “Natural Event”.
But just because my gut says that, I wanted to look at things deeper than that.
Also: I have to point out that in the CoSC Canon the Birth of the Modern Clans legend features a storm in a positive light.
How frequent is rain in our clan setting: I used this document to work out the following information. 110 to 130 days of the year experience precipitation. This includes all forms of potential sky water, such as snow. Spring & Summer are overall wetter. What this means is that roughly a third of days experience some sort of weather.
How frequently has it actually rained in character on a gathering day?: We have 18 moons with weather. Yes. I’ve gone through and checked all of them. What I got was Rain 6, Clear 5, and Cloudy 6. This backs up precipitation average report nicely, actually. Apprently we’ve been writing nicely average weather. Go us!
With this knowledge it makes me think that rain itself wouldn’t be notable at all. I feel like evidence supports that rain happens frequently enough that it wouldn’t be exceptional.
Now, Proper storms… Lets think about that. These are another things that’s really just a part of life, but I thought I would look at the data itself and see what that says about it. When I went through the weather reports I found 4 incidences I would consider “Notable” (hence, I noted them)
• First Fishing ’20 - ThunderStorm
• Lion’s Glory ’20 - High Winds
• Tiger’s Wraith ’20 - Sleet
• Running Prey ’21 - Wipping Winds
This means so far about 22% of moons have something bigger happen. We compare that to 7.5% of moons being blue… It meens it’s about twice as common as a blue moon, so more than once a year…
But the real question is did any of the big things happen IN those moons… The Lion’s Glory ’20 one (which included rain) had the finding of the litter of Kits, one for each Clan, at Fourtrees. The Running Prey ’21 gathering was durring the height of Cosmic Tribulation, so the deaths annnounced were not exactly abnormal for the period. Though it was the Moon that Pipertuft was killed. And Coldstar’s first gathering…
So I don’t think stormy or otherwise dramatic weather is a guarantee the gathering will get dramatic, but it does seem like when the winds blow on a gathering night something interesting may also blow in?
